The meeting was called to order at 4:09 p.m.
President’s Report
Vice President Mike Kenney ran the meeting due to the absence of President Terry Sterling. Mike reported that road repairs were completed and he is very pleased with the progress. He thanked Don Artis for his dedication to this ongoing project.
Mike also welcomed new neighbors from Lot 7 – Jennifer and Chris Stephens. Lot 14 is being developed by Bobby & Kellie Medlin. We still have no word concerning the development of Lot 25.
Treasurer’s Report
Treasurer Tom Perciaccante reported that as of November 1, 2018, there was $984 in the HOA account. $24,300 was received in dues. We are still short $1,700 in dues from two lots. We also received $99 from returns. Expenditures were:

Election of Board Members
Don Artis moved to keep the current Board members. Roch Will seconded the motion. The motion was unanimously approved.
Committee Reports
Beautification Committee - Vice President Mike Kenney thanked Jessica for the work done at the entrance. Jessica asked for $100 for different mulch and a few different plants. Izy Obi moved to approve up to $150 for plants, mulch, etc. for the entrance. Don seconded the motion. The motion passed unanimously.
Don brought up the necessity of cleaning up the property line north of the entrance; there are lots of pine needles piling up, creating slippery road conditions. Jessica said she would lead a clean-up day. After she talks with Josh Grieger, they will send out a notice with a date and time. James Balfour volunteered to take care of the cuttings.
Jessica will now be the chair of the Beautification Committee. Other members are Josh Grieger and Shane Leonard.
Architectural Review Committee (ARC)
Mike Vose reported that Bobby Medlin’s house plans were approved and the house is almost complete. Mike will be reviewing the covenants and restrictions to see if there are any restrictions on solar panels in the HOA.
Pond Committee
Peter Hume announced that Orange County is coming to look at the pond bank to see if any of the trees there need to be removed. Should the dam break, we would be liable for up to $50,000 for damages. The water quality will also be checked. There may be a tree-clearing party necessary in the future, depending on the report from Orange County.
Website Committee
Tom Perciaccante is removing himself from the committee. James Balfour will be the chairperson.
Road Committee
Don Artis reported that pothole and professional road repairs (paving and sealing) have been completed for this year. If Lot 25 is built on by August of 2020, then that section could be paved. If not, then pothole repair will have to continue there. Don asked that the ARC contact the owners of Lot 25 to see when they plan to build.
Priorities for paving for next year include (in no particular order):
In front of Lots 3 & 4
In front of Lot 7
Past Lot 8, between Lots 10 & 17
Tom’s Creek Court
Next area would be from the front entrance to Lot 2.
There will be a pothole party in the spring.
Lot 8 vegetation is encroaching the road and causing drainage problems. The HOA needs to determine who is responsible for ditches – the HOA or the lot owner. This issue will be dealt with in 2021.
Dues
After a discussion about road repairs, and how the initial set-up fee for paving is rather large,it was agreed that more roadway could be paved if we waited another year and had more money. Mike Kenney made a motion that dues be kept at $1,000 per lot, but that there be no professional road repairs (paving) until 2021. Peter Hume seconded the motion. If something major happens to the road, we will hold an HOA meeting to address it. The motion carried with 13 yea and 2 nay votes.
New Business
Please remember to police your pets on the roadway and pick up after them.
Also, please remember that plant growth needs to be mowed or cut back from the roadway.
